When a wealthy individual can privately bankroll a citywide camera network and shape the terms of its rollout, "the voters decided" starts to look like a much thinner mandate than it sounds. San Francisco didn't just adopt ALPRs, it adopted whatever system a benefactor was willing to pay for, on whatever timeline and scale he found acceptable.

That matters because private funding of public surveillance infrastructure sidesteps the normal friction that's supposed to protect civil liberties, things like budget hearings, procurement scrutiny, and sustained public debate about data retention and sharing. A donor can move fast in ways a city council can't, and once the cameras are up, they tend to stay up regardless of who paid the initial bill. It's worth asking what strings, expectations, or access came attached to that generosity, and whether residents actually understood the tradeoff they were voting on.
