The justification is always the same — find the bad guy — but the system sweeps up hundreds of millions of innocent people to do it.

What the video gets right is the pattern: these systems get sold to city councils as narrow tools for solving specific crimes, then quietly expand into permanent, searchable location histories shared across agencies and sometimes with private companies.
