It's a telling sign when a city steeped in tech money and "smart city" branding sees its own residents show up to protest a surveillance network installed in their neighborhoods. Palo Alto isn't some rural holdout skeptical of technology — it's the backyard of the companies building this stuff. That makes the pushback hit different.

What's happening in Palo Alto mirrors a pattern we've tracked across dozens of towns: city councils quietly approve Flock contracts citing "stolen cars" or "public safety," then residents find out after the fact that every trip to the grocery store, every drive to a protest, every visit to a doctor's office is now logged, timestamped, and stored in a database that local police don't fully control and that ICE and other agencies have repeatedly tapped into without local sign-off.
