Credit to Tyler Oliveira for asking the question every city council should be asking before signing a Flock contract: does any of this actually work? Flock Safety's pitch leans hard on anecdotes and recovered-vehicle counts, but those numbers rarely come with the independent, peer-reviewed analysis you'd expect before blanketing a town in license plate readers. When a company grades its own homework, "effectiveness" starts to look more like a marketing term than a measurable outcome.

That gap between claimed results and verifiable proof is exactly why this fight matters. Police departments and city governments are buying into a surveillance infrastructure that tracks every driver, innocent or not, often with little public debate and even less independent scrutiny of whether it's solving crime or just generating data. Once that network is up, it doesn't get smaller — it gets networked with other jurisdictions, fed into federal databases, and normalized as just another streetlight.
