One subscription, every new capability, no council vote required

Verified Privacy VPN's stream (credit to their team for tracking this) surfaces a procurement trick that deserves way more scrutiny: the subscription bundle. When a council votes to approve a Flock or Axon contract, they think they're approving a defined set of tools. But if that contract is a subscription-style bundle like Axon's 'AI Era Plan,' the vendor can keep shipping new AI capabilities into that same plan indefinitely. The council voted once. The public commented once. Everything added after that — including things like Axon Vision, which turns existing CCTV feeds into AI-flagged real-time monitoring — arrives without another public hearing.

This is exactly the kind of mission creep we've been warning about since ALPR networks started spreading block by block. Vendors love the subscription model because it's sticky and scalable, but it also quietly moves the actual policy decision out of the council chamber and into a corporate product roadmap. Nobody elected Axon's product team, yet they're the ones deciding what your local police department's surveillance stack does next year. 'Whatever you think of any individual feature' — as the video frames it — the shape of the deal itself is the problem: indefinite authority disguised as a one-time contract approval.
