Credit to Anon Amuss for capturing what so many of these votes look like in real life: not a heated debate about mass surveillance, but a quick nod and a checked box. That's the real story here — not that Grove City said yes, but how little deliberation it took to say it. Flock's pitch is smooth, the vendor demos are polished, and by the time it reaches a public meeting the outcome is often already baked in.

This is exactly how a nationwide ALPR network gets built without a nationwide conversation. Each city council treats its own vote as a local, low-stakes procurement decision, while the cumulative effect is a coast-to-coast system capable of tracking anyone's daily movements. Fifteen minutes of "thought" at a dais in Grove City becomes one more node feeding a database that other agencies can query far beyond city limits.
