That binary is exactly the trick. Flock doesn't sell itself as mass surveillance infrastructure — it sells convenience, closure, the promise that the right plate will finally get flagged at the right moment. What gets left out of the pitch is the part where a nationwide network of license plate readers logs everyone's movements by default, retains that data on timelines most drivers never agreed to, and hands it off to other agencies with little public oversight.
