This video comes straight from Flock's own channel, and it reads less like journalism than like a marketing reel for the company's public image. Night Swim Coffee's growth is a nice story, but it's being used here to launder Flock's brand: tie a beloved local business to "safety" and suddenly the company that blankets your city with license plate readers looks like a community partner handing out small-business loans, not a surveillance vendor selling access to your movements.

That's the real play with the Thriving Cities Fund. By bundling capital for entrepreneurs with Flock's core pitch — that cameras on every corner equal "foundational safety" — the company builds goodwill and political cover in the same neighborhoods where it wants camera contracts approved with minimal pushback. Economic growth and a dense ALPR network are not the same thing, and conflating them in a feel-good video makes it harder for residents and council members to ask hard questions about retention periods, data sharing, and who else gets to query that footage.
