Equipment ages, sure, but every refresh cycle is also an opportunity for departments to quietly expand capability — more cameras per intersection, sharper optics, longer data retention, and tighter integration with statewide or national plate-sharing networks. None of that gets debated when the pitch is framed as simple maintenance.
Body cameras and ALPRs get lumped together in these funding requests, but they serve very different purposes. Body cams are supposed to create accountability for officers in the moment. ALPRs do the opposite: they passively log the movements of everyone who drives past, whether or not they're suspected of anything, and that data often sits in databases for weeks or months, shared across agencies with little public visibility into who's looked at it or why. Bundling an accountability tool with a surveillance expansion in one "tech upgrade" package makes it easier for both to sail through without real public debate.
Residents of Cape Coral should be asking council members pointed questions before this money moves: which vendor, how many new readers, where will they go, how long is data kept, and who else gets access to it.
