Flock cameras help police track Manteca shooting suspect to Stockton

ABC10 · 2 weeks ago

The short version: ABC10 touts Flock ALPRs for tracking a Manteca shooting suspect to Stockton, but the clip skips the dragnet that scans every driver to catch one.

Our Take

Credit to ABC10 for the on-the-ground reporting, but a feel-good clip about catching a violent suspect leaves out the machinery doing the catching. Flock's pitch always sounds the same: one scary crime, one dramatic hit, case closed. What gets left on the cutting room floor is that the system logged every single plate that crossed those cameras that day, not just the one police were looking for. That's the trade we're asked to accept on faith, over and over, city by city.

Manteca and Stockton are now two more dots in a statewide and national network that quietly builds a location history on anyone who drives, regardless of suspicion. Law enforcement will always have a success story ready when budget season or public backlash rolls around. What they rarely volunteer is the audit log, the data retention policy, or who else — ICE, other agencies, private contractors — gets a pull on that database down the line.

If you want to see how far this has already spread near you, check our camera map, and if your city council hasn't had a public debate about its Flock contract, that's the opening to push for one — see take action for where to start.
