Once a city installs Flock cameras, the data doesn't just serve the local PD's case files — it sits in a system that can be queried by other agencies, including ICE and DHS, often with little to no public oversight of who's pulling records or why. For working-class communities of color in East Palo Alto who commute into Palo Alto for jobs, that means every drive across city lines becomes a logged, searchable data point that could end up in a federal immigration dragnet.

This is the core problem with the "it's just for solving car break-ins" pitch that Flock reps give to city councils. The infrastructure doesn't care about intent — it cares about access. Sanctuary-city policies and local PD assurances mean nothing if the backend data-sharing agreements let federal agencies in through a side door. That's exactly the kind of mission creep advocates have been flagging nationwide, and it's refreshing to see it said plainly, in public comment, to the people who actually vote on these contracts.
