Credit to The Confessionals for framing this plainly: Flock Safety didn't just sell towns a camera, it sold them a data pipeline — and once AI gets layered on top of license plate reads, timestamps, and location patterns, you're no longer looking at a 'public safety tool.' You're looking at infrastructure for tracking everyone, all the time, regardless of whether they've ever been suspected of a crime.

That's the part city councils rarely grapple with before signing the contract. The pitch is always framed around catching the rare stolen car or wanted felon, but the system itself can't distinguish between a fugitive and your neighbor driving to church.
