The questions raised in the video are exactly the right ones — who actually controls the vendor contract, which board members (often unpaid volunteers with no training) have login access, how long plate and location data sits in a database, and whether police or other outside agencies can query it without a warrant. Most purchase agreements say nothing about any of this, which means you can close on a house without ever learning that every trip in and out of your own driveway is being logged.

This matters because ALPR networks don't stay contained to the neighborhood that bought them. Flock's system is built to share data across agencies and jurisdictions, so a camera installed by a private HOA board can end up feeding a regional or even national search tool. Homeowners rarely get a vote on that expansion, and once the hardware is up, reversing course requires organizing a board fight most people never anticipated when they signed their HOA docs.
