Credit to ABC13 Houston for catching this one. A unanimous vote to indefinitely table isn't a rejection, but it's not nothing either. When every council member on the dais decides a surveillance contract needs more scrutiny before it moves forward, that's usually a sign someone finally asked the right questions — about cost, about data retention, about who actually gets access to a database of everywhere your car has been.
This is exactly the moment communities lose if they don't show up. Flock's sales pitch is smooth, the demo videos are slick, and city staff often present these deals as routine budget line items rather than what they really are: a permanent expansion of automated tracking infrastructure that rarely gets rolled back once installed. "Indefinitely tabled" can just as easily turn into "quietly approved next quarter" if residents stop paying attention.
