That's the real story: ALPR capability has moved from "specialized law enforcement tool" to "consumer hardware" in the span of a few years.
When any HOA, landlord, or small business owner can drop a plate-reading camera into their network with a setup video this casual, the patchwork of who's tracking your movements gets a lot bigger and a lot harder to map. These feeds don't always end up in a police database, but plenty do — sold, shared, or scraped into bigger surveillance pipelines without the public ever being told a camera went up on that corner.
