Whether or not Flock Safety is explicitly on this particular agenda, the pattern across California and the country is the same: a staff report, a brief presentation about 'public safety tools,' a vote, and a network of cameras logging every car that passes through town before most residents even know it happened.

Local council meetings are the real battleground in the fight against mass surveillance. State legislatures and federal courts move slowly, but a five-person council can approve a multi-year ALPR contract in a single evening, often with little scrutiny of data retention policies, vendor access, or how license plate data might be shared with other agencies, including ICE or out-of-state police.
