Flock cameras in Minnesota creates debate over privacy and surveillance

FOX 9 Minneapolis-St. Paul · 1 month ago

The short version: Shakopee becomes the latest Minnesota flashpoint as FOX 9's Mike Manzoni digs into who actually controls your ALPR data and why that should worry you.

Our Take

Credit to FOX 9's Mike Manzoni for pushing past the usual 'it helped solve a crime' press release and asking the harder question: once Flock's cameras log your plate, who actually gets to see that data, and for how long? That's the debate every city council should be having before signing a Flock contract, not after residents start noticing the cameras on their street corners.

Shakopee is just the latest Minnesota town to discover that 'we only use it for serious crimes' is a policy promise, not a technical limit. These systems log every passing car, law-abiding or not, and the data can be shared across jurisdictions, pulled into federal databases, or accessed by agencies with very different rules about immigration enforcement or reproductive health investigations than the hometown police department that installed the cameras. Once that pipeline exists, it's rarely used narrowly.

If you want to see whether your neighborhood already has this infrastructure, check our camera map, and if Shakopee's debate sounds familiar, our take-action page has tools for pushing your own city council to answer the same questions before the cameras go up, not after.
