It doesn't. An audit that catches 0.07% of searches tells us more about how loosely "misuse" is defined than about how the technology is actually being used.
Mayor Dickens floating new surveillance legislation is an implicit admission that the current guardrails aren't working. But legislation written after the fact, by the same officials who approved blanket camera deployment in the first place, tends to formalize the status quo rather than restrain it.
