Here's the pattern we keep seeing play out in city council chambers: a police chief reads from a vendor's talking points, and an elected official actually reads the contract. In Kyle, Texas, Chief Jeff Barnett leaned on a letter reportedly from Flock CEO Garrett Langley insisting there's "no back door" and that customers "own and control their own data." Councilmember Claudia Zapata wasn't buying it — she pointed straight at the city's Master Services Agreement, which is the document that actually governs what happens to the data, not a reassurance letter written for public consumption.

This is the core problem with ALPR rollouts nationwide: residents and even council members are asked to trust a company's PR language over the binding terms in the paperwork their own city signed. "No direct sharing with ICE" and "searches are blocked by audit reason" sound good, but those are policy choices Flock and the department say they've made today — not technical guarantees baked into the system, and not necessarily what the contract locks in for tomorrow.
