These cameras weren't sold to the public as tools for cross-jurisdiction behavioral tracking, but that's exactly what a searchable, shareable database of plate reads and timestamps makes possible once agencies start pooling access.
This is the core problem with Flock's pitch that it's just helping solve car break-ins and stolen vehicles. Once the infrastructure exists and the data-sharing agreements are in place, it can be repurposed for whatever a prosecutor, political appointee, or out-of-state agency decides counts as a crime today.
