Chief Bobby Davis of Elk Grove PD is a sympathetic messenger — personable, mission-driven, big on 'empathy and accountability' — and that's exactly the point. Vendors have learned that the best way to sell permanent, networked surveillance infrastructure to a community isn't with spec sheets, it's with a likable chief talking about trust and culture. The Real-Time Information Center and Drone as First Responder programs he's describing are the same architecture we cover everywhere else: ALPR feeds, live camera networks, and drones stitched together into a 'real-time' command center that watches a lot more than active crime scenes.

None of that is inherently evil, but 'people-first leadership' is not a substitute for public oversight, data retention limits, or audits of who gets queried and why. A department can have genuinely good intentions and still build a surveillance apparatus that outlives the current chief, gets shared with federal agencies, or gets hacked — none of which this kind of friendly, department-branded content is built to discuss.
