It gets used selectively. Police can run a plate through months of history to build a case, but when a resident asks for the same database to prove her innocence, suddenly the system is "not designed for that" or the request gets stonewalled. That asymmetry is the whole scandal in miniature.

This isn't a hypothetical bit. Departments routinely tell the public these networks are limited investigative tools, then quietly run them as 24/7 tracking grids with retention windows measured in weeks, not minutes.
