The 'mosaic theory' he cites from Washington University Law Review is the right legal frame: courts have long struggled with the idea that a single data point is harmless, but thousands of them stitched together can reveal your entire life. One plate scan tells a cop nothing. A year of scans tells them your church, your doctor, your ex, your side gig, and your 2am drives.

That's the part Flock's marketing conveniently skips.
