Racine County Sheriff's Office Flock misuse, investigator suspended | FOX6 News Milwaukee

FOX6 News Milwaukee · 2 months ago

The short version: A Racine County investigator's Flock misuse and quiet suspension shows how accountability for ALPR abuse varies wildly by agency and stays hidden from the public.

Our Take

Credit to FOX6's Ben Hanson for digging into this one, because these stories almost never surface on their own. Flock Safety loves to tout its audit logs as the safeguard against misuse, but an audit log only matters if someone actually reviews it, finds a problem, and tells the public what happened. In Racine County, that process apparently worked well enough to catch an investigator misusing the system — but the bigger story is how inconsistent that accountability is from one department to the next. Some agencies fire people, some suspend them quietly, some never find out at all, and almost none of them are required to notify the people whose plates got searched for no legitimate reason.

That inconsistency is the whole problem with how this technology has been rolled out across the country. There's no uniform standard for what counts as misuse, no mandatory public reporting, and no real consequence structure beyond whatever a local sheriff decides is appropriate that week. A network built on 'trust us, we audit it' only works if every single agency treats violations the same way — and this case is one more data point showing they don't. Multiply this by the thousands of agencies now plugged into Flock's nationwide system and you start to see how much slips through the cracks.

If there's a Flock camera reader near you, chances are nobody's told you it's there, let alone who's allowed to query it or why. Check our camera map to see what's already logging plates in your area, and visit our take-action page if you want to push your local government for real transparency instead of another quiet internal memo.
