Credit to ABC10 for putting a camera on what's becoming a familiar pattern: a city or county quietly signs a Flock Safety contract, cameras start going up on utility poles and intersections, and only after the fact do residents start asking who's watching, who has access, and why nobody got a real public hearing first. Sacramento-region communities are just the latest to have this conversation, and it won't be the last.

What makes these local debates matter is scale. Flock doesn't sell one camera to one town — it sells a network, and that network talks to other networks. A plate scanned in a Sacramento suburb can get shared with agencies hundreds of miles away through Flock's data-sharing features, often with little transparency about retention periods, audit logs, or who's pulling queries and why. 'Debate growing' is the polite way of saying people are realizing they live inside a tracking system they never voted for.
