Credit to KSDK News for surfacing this one. It's the same story we keep seeing play out nationwide: a surveillance system gets sold to the public as a tool for catching car thieves and Amber Alert suspects, and then someone with access decides to use it for something else entirely — stalking an ex, settling a personal score, or just poking around out of curiosity. The fact that it took internal misuse getting caught for St. Charles County Council members to even consider a ban tells you how little oversight these systems actually have day to day.

This is exactly why 'trust us, it's only for solving crimes' has never been a good enough answer. Flock and similar ALPR networks log the movements of every driver who passes a camera, innocent or not, and store that data for weeks or months. Once that database exists, misuse isn't a hypothetical risk — it's a matter of when, not if. St. Charles County just found that out the hard way.
