The Fire and Police Commission demanding a communication framework from MPD isn't a minor bureaucratic footnote — it's an admission that Flock cameras got deployed first and questions came second, which is exactly backwards from how surveillance tech is supposed to roll out in a democracy.

This is the pattern we track constantly at DeFlock: police departments quietly stand up a network of plate readers, data gets shared across jurisdictions and sometimes with federal agencies, and only after the cameras are already watching every car on the road does anyone in city government ask "wait, what's our policy here?"
