When a state actually acknowledges "massive misuse" out loud, that's not bureaucratic housekeeping — that's an admission that the surveillance-industrial pitch of "it's just for finding stolen cars" has been quietly rotting from the inside for years.
But let's not pop the champagne too early. State roads are one slice of the pie. Flock's real growth engine has always been local police departments, HOAs, and private contracts stitching together a nationwide tracking net one small jurisdiction at a time. A state-level pullback on highways doesn't touch the cameras sitting at the end of your subdivision or bolted to a gas station pole. If anything, this is a signal that public pressure works — which means the pressure needs to keep going, not ease off.
