Credit to The Modern Rogue for doing what most coverage of Flock Safety skips entirely: actually testing the gear instead of just repeating marketing claims or panic headlines. Whether the answer lands closer to "grainy plate shot" or "startlingly detailed," the exercise matters because the public debate about ALPR networks is happening almost entirely in the dark. Most people have no idea what resolution, frame rate, or field of view these cameras actually have, which lets both Flock's sales pitch and the wildest conspiracy theories go unchallenged.

That information gap is exactly the problem. Flock cameras are being installed by the thousands on residential streets with little public input, no warrant requirement, and retention policies that vary by department. Whether or not a single camera can resolve lip movement from a moving car, the bigger issue is the network effect: thousands of cameras logging every vehicle's movements, time-stamped and searchable, often shared across jurisdictions and with federal agencies. A video testing optical limits is a fun hook, but the real surveillance capability comes from scale and data sharing, not just lens quality.
