Credit to RickieBobbieNO26 for surfacing this one, because it's exactly the nightmare scenario critics of Flock's ALPR network have been warning about for years. A badge and a login don't make someone trustworthy — they just make the abuse easier to commit and, in this case, easier to prove. Ten thousand queries on one plate isn't a investigative pattern, it's an obsession, and it happened because the technology made stalking as easy as typing a few characters into a search bar.

Flock and police departments love to tout 'audit trails' as the safeguard that prevents exactly this kind of misuse. But an audit trail only works if someone is actually watching it in real time, not just pulling records after a victim or a reporter forces the issue. By the time 100 counts of misuse get filed, the surveillance has already happened, the privacy has already been violated, and the chilling effect on anyone who crosses the wrong officer is already baked in. These systems are sold as tools for solving crimes, but they double as tools for committing them when the person behind the keyboard has unsupervised access to everyone's location history.
