It's not every day you see a local GOP precinct channel reaching back to the ratification debates to make a point about license plate readers, but Waller GOP Pct.209 isn't wrong to draw the line. Patrick Henry's whole argument against the Constitution was that power, once handed over, rarely gets handed back — and that the people pushing for it always promise it'll only be used against the bad guys. Swap "standing army" for "camera network" and the warning lands just as hard in 2024 Texas as it did in a Virginia convention hall in 1788.

What makes this framing useful is that it sidesteps the tech jargon entirely. You don't need to understand ALPR hit lists or vendor data-sharing agreements to understand the basic civics problem: a surveillance infrastructure built for one stated purpose can be repurposed by whoever holds the keys next, with little public input and even less oversight.
