For every headline like this, there are thousands of scans quietly logged on ordinary commuters, churchgoers, protesters, and ex-partners whose plates never triggered an alert for a dangerous person — just a permanent record of where they drove. Flock doesn't publish hit rates, false-positive counts, or how long departments actually retain this data before another agency pulls it through nationwide sharing agreements. One success story doesn't answer those questions, and reporters rarely ask them.
