This is the pattern we keep seeing nationwide: a department insists the system has guardrails, then an investigation surfaces because an officer ran a plate for personal reasons, to track an ex, or for some other purpose that had nothing to do with an active case. The audit trail only matters if someone actually reviews it and the public finds out when it fails. Most of the time, neither happens. Houston's willingness to say 'we're investigating' is better than silence, but it doesn't tell us how many other queries never got flagged.
