The ACLU of Massachusetts putting a toolkit in the hands of ordinary residents is exactly the kind of move that chips away at the "nothing to see here" posture so many police departments take when asked about their surveillance tech. Flock Safety's ALPR network has spread largely because most people never think to ask what cameras are bolted to the pole at the end of their street, who owns them, or where that data ends up.
Toolkits like this matter because secrecy is the business model. Departments sign contracts, install hardware, and quietly start running plates through regional and national databases long before any public hearing happens. Giving residents a template for public records requests and a roadmap for pushing back at city council meetings turns surveillance from an invisible default into a decision somebody actually has to defend out loud.
