Automated License Plate Reader (FLOCK Safety) Community Meeting - Oct. 18, 2023

Sunnyvale City Clerk · 3 years ago

The short version: A Sunnyvale city government recording shows the scripted, low-friction way ALPR contracts get sold to residents before cameras ever go up.

Our Take

Credit to the Sunnyvale City Clerk's office for putting this community meeting online in full, because footage like this is exactly how these deals actually get made: a staff presentation, a few boilerplate reassurances about "public safety," and a comment period that most residents never knew existed. By the time a city council votes yes, the Flock Safety pitch has usually already been road-tested in a dozen other towns with the same slides and the same talking points about hit-and-runs and stolen cars.

What rarely gets equal airtime in these meetings is the flip side: who has access to the data, how long plate scans are retained, whether other agencies or ICE-adjacent networks can query the system, and what happens when there's no crime at all — because ALPRs log every car, every time, regardless of suspicion. Community meetings like this one are the last real chance for residents to ask those questions before the contract is signed and the poles go up.

If you're in Sunnyvale or anywhere nearby, it's worth checking our camera map to see what's already tracking plates near you, and using our take-action resources to push your own council for the transparency this meeting only partially delivered.
