FCSO Press Conference Announcement of Drone as First Responder Program 3.19.26

Fulton County Sheriff's Office · 7 months ago

The short version: Fulton County Sheriff Pat Labat unveiled a Flock Safety drone-as-first-responder program at the county jail, framed as an anti-contraband tool but another sign of Flock's expanding surveillance footprint.

Our Take

Flock Safety built its brand on license plate readers, but the pitch here is drones patrolling a jail yard for contraband. That's a narrower use case than the neighborhood-wide "drone as first responder" programs popping up in cities across the country, but it's still worth watching closely. Once a sheriff's office normalizes drone surveillance inside a facility "through a public-private partnership," the infrastructure, contracts, and political comfort level for expanding it outward tend to follow.

Notice the funding mechanism: a private "Sheriff's Foundation" partnering with Flock, rather than a straightforward line item debated in a public budget hearing. That structure is common in Flock's playbook nationwide — it lets vendors and law enforcement stand up surveillance tech with minimal public procurement scrutiny, then present it to reporters as a done deal at a press conference. Contraband interdiction sounds reasonable in isolation, but the same drone hardware, data pipelines, and vendor relationship are exactly what get repurposed later for broader aerial monitoring once the technology proves itself "successful" in a controlled jail setting.

Fulton County residents should ask what data these drones collect, how long footage is retained, who can access it, and whether this pilot is a stepping stone to a citywide DFR contract down the line — Flock's business model depends on exactly that kind of expansion.
