We don't know what's in it — nobody does yet — and that's precisely the point of the video: stop speculating, file the request, read the paper trail yourself.
This is how local surveillance expansion usually survives — not through secrecy so much as public apathy. Agencies sign contracts, share data, and quietry build networks of plate readers while most residents never think to ask "what records exist with Flock's name on them?" A single FOIA request can turn a vague rumor into a concrete paper trail showing who approved what, when, and why.
