What she describes is the same pattern we see everywhere: a Flock camera bolted up near a pedestrian overpass, logging plates (and by extension, people's movements) with no public vote, no community debate, and often no clear data retention or sharing rules that residents actually understand.

This is the quiet way mass surveillance infrastructure gets normalized — not through some dramatic announcement, but one pole at a time, in places people walk every day. A camera watching a highway on-ramp for stolen cars is one thing; a camera watching a footbridge where kids and commuters pass on foot is a different conversation entirely, and residents deserve to have it before the hardware goes up, not after.
