Credit to The Mitten Grip for pulling on a thread a lot of surveillance coverage misses: it's not just city police departments bolting up Flock cameras — it's homeowners associations, often acting on a board vote nobody outside the neighborhood ever hears about. That distinction matters. When a police department buys ALPRs, there's at least a paper trail, a council meeting, sometimes a public records request that can pry loose retention policies. When an HOA signs a Flock contract, you're dealing with a private board, a vendor's boilerplate terms, and residents who may not know their daily commute is being converted into searchable plate data until it's already logged for months.

The bigger issue the video gestures at is data sharing. Flock's pitch to HOAs is the same as its pitch to cities: convenience, deterrence, 'just in case.' But once a subdivision's cameras are networked into Flock's system, that footage doesn't necessarily stay walled off from law enforcement access or from Flock's broader national lookup network. A private gate camera can end up feeding the same infrastructure used for law enforcement queries across state lines — with the HOA board, not voters, deciding the terms. Michigan residents weighing in on 2026 legislation should be asking whether any new rules actually cover private and quasi-private installations, or whether HOAs remain a loophole big enough to drive a patrol car through.
