License plate readers aren't the only quiet surveillance tools riding around on utility poles and patrol cars — cell-site simulators (aka IMSI catchers or Stingrays) do the same kind of dragnet work on your phone, often without a warrant or public disclosure. EFF's RayHunter project matters because it gives ordinary people a way to detect that activity instead of just taking law enforcement's word that it isn't happening. Credit to STS Technologies LLC for putting a spotlight on the tool, even if their pitch is really for a pre-flashed device they sell.

That's worth a beat of caution: RayHunter's power comes from being open-source and independently verifiable. If you're going to run it, read the EFF's own documentation and source code first, rather than trusting a third-party reseller's black-box version sight unseen.
