This is the outcome every city council should be capable of: staff put a $112,000 expansion on the table, and instead of rubber-stamping it, Flagstaff's council listened to the record of public testimony and killed the whole contract, 7–0. Credit to Jen's Two Cents for tracking this fight meeting by meeting — that kind of sustained local reporting is exactly what makes accountability possible, because Flock expansions rarely get this kind of scrutiny before they're approved.

What's notable here isn't just the "no" vote, it's the follow-through. Deactivating the system and directing police to coordinate removal with Flock Safety closes the loop that a lot of other towns leave open — cameras get "paused" or budgets get trimmed, but the hardware stays bolted to the pole and the data pipeline stays live. Flagstaff residents apparently pushed hard enough, for long enough, that council chose an actual rollback over a quieter compromise.

This matters because ALPR expansions almost always come framed as routine agenda items, not referendums on mass surveillance.
