Upper Echelon Podcast's latest video leans on a familiar argument: your phone already tracks you, so why get worked up about Flock Safety's license plate readers? It's a comparison worth taking seriously, but it collapses an important distinction. Carrying a phone is, in theory, a choice β€” you can leave it home, put it in airplane mode, or use a burner. Driving down a public road past a government-linked camera network is not optional if you want to get to work, school, or the pharmacy.

The other difference is who's doing the watching and why. Cell carriers and app companies collect data under a patchwork of consumer protection and (sometimes) warrant requirements, and that data is scattered across private companies. Flock's ALPR network feeds a searchable, often centralized log of your movements directly to local police departments and, increasingly, shared across jurisdictions β€” with far less public oversight than most people realize. 'It's all the same' is a comforting way to shrug off that difference, but comfort isn't the same as accuracy.
