That contrast is the whole point. Flock Safety and its law enforcement partners love to sell ALPR networks as tools of justice, but justice has a funny way of only flowing downhill, onto regular people running errands, not up toward anyone with real power.

We don't know what's actually in any files, and neither does the creator — that's part of the frustration being channeled here. What we do know is that the infrastructure of mass surveillance keeps expanding every year, camera by camera, county by county, while the public is told to trust that it's only ever used for good.
