What a clip like this leaves out is the bigger pattern: a department in Sparks, NV citing a court win elsewhere to justify expanding its own camera network. That's how this technology spreads — not through public debate about whether a city wants its drivers tracked 24/7, but through departments pointing at each other's legal wins and procurement contracts.
