License Plate Readers Spark Fierce Debate in Central Texas: Safety or Surveillance?

KXAN · 1 year ago

The short version: Hays County commissioners are weighing whether to cancel their Flock contract, and KXAN's report shows the surveillance-vs-safety fight is far from settled.

Our Take

Credit to KXAN's Sam Stark for getting local officials on record grappling with a question most counties never bother to ask: what happens to all this license plate data once it leaves the sheriff's office? Hays County commissioners considering canceling their Flock Safety contract is exactly the kind of accountability moment we need more of. It's easy for a vendor pitch to promise "solved crimes" and much harder to explain, in plain terms, who else gets to query that data down the line.

The framing in this piece is important: this isn't residents distrusting their local deputies. It's residents recognizing that a network of always-on cameras logging every passing car creates a permanent, searchable record that can be shared, subpoenaed, or hoovered up by federal agencies with entirely different priorities — immigration enforcement, abortion-related travel, protest attendance. Once that data exists and flows through Flock's national network, local control is mostly an illusion. Hays County leaders asking hard questions about federal overreach are doing exactly what elected officials are supposed to do before signing a surveillance contract, not after.

This debate is playing out in county chambers across the country right now, often with far less scrutiny than Central Texas is getting here. If you want to see how dense this camera network already is near you, check our map, and if you'd rather push back before your own county signs a renewal, our take-action page has the tools to start.
