That's progress of a sort — residents finally get to see usage and retention rules in black and white — but a document describing how data is supposed to be handled is not the same thing as independent oversight of how it's actually used. Manuals don't audit themselves, and "officer discretion" language has a way of swallowing whatever limits sound good on paper.

What's worth noting is that these guidelines almost always emerge only after public pressure, which tells you something about how these networks get deployed in the first place: quietly, then defended loudly once residents start asking who's watching the watchers.
