Sometimes it takes a guy in a supervillain costume to get a city council to actually talk about surveillance cameras. City Cast Seattle's Hannah Krieg and The Urbanist's Ryan Packer dig into the 'Dr. Doom' stunt that apparently rattled some nerves at a recent Seattle council meeting, and however theatrical the moment was, it did what months of policy memos couldn't: it got Flock Safety's automated license plate readers into the local conversation.

We don't know the full context of what was said in council chambers, but the reaction itself is telling. Cities keep approving these ALPR networks with minimal public debate, treating them as routine procurement rather than a mass surveillance expansion. When residents show up loud, weird, or theatrical about it, that's often a symptom of how little real oversight or public input existed in the first place. Seattle wouldn't be the first city to quietly greenlight a Flock contract and hope nobody asks hard questions about retention periods, data sharing with other agencies, or who gets access to your daily movements.
