Beyond Crime: How Vacaville PD’s New RTIC Is Uniting a City Around Public Safety

Flock · 1 year ago

The short version: Flock's own promotional video dresses up Vacaville PD's new Real Time Information Center and drone program as 'community unity,' but it's really a sales pitch for expanding surveillance infrastructure.

Our Take

This one isn't independent reporting — it's a Flock-produced promo featuring Flock employees interviewing a police chief about how great Flock's products are. That matters for context. When the company selling the cameras, drones, and real-time crime center software also produces the glowing case study about their rollout, you should read it the way you'd read any vendor testimonial: with a healthy dose of skepticism about what's left out.

The content itself is instructive, though. A 'Real Time Information Center' isn't just a dispatch upgrade — it's a fusion point where ALPR reads, drone feeds, and other data streams get centralized and cross-referenced in real time, often with regional partners. The video even name-drops Elk Grove's 'pioneering model' and floats hopes for more regional collaboration, which is industry-speak for more agencies sharing more data across more jurisdictions, with fewer local checks on how it's used or who can query it. 'Beyond crime' framing is doing a lot of work here too — mission creep is usually sold as community service before it becomes just another line in an audit report.

None of this is inherently sinister, but it's exactly the kind of quiet, grant-funded infrastructure buildout that deserves scrutiny before it becomes permanent and unquestioned. If you want to see whether Vacaville or a city near you already has these systems in place, check our camera map, and if you'd rather push back than just watch, our take-action page has steps for raising this at your next city council meeting.
