That quiet rollout is the whole business model. Flock doesn't need a national mandate when it can sign one small-town police department or one private HOA at a time, stitching those feeds into a de facto nationwide tracking grid. Each individual camera looks harmless — 'just for stolen cars' — but the aggregate is a system that can reconstruct anyone's daily movements without a warrant, a hearing, or a vote.
