Livingston Parish's ordinance banning new privately owned cameras on parish-owned land and rights-of-way sounds like a win on paper, but the devil is always in what's left out. Carve-outs for existing installations, parish contracts, or other government entities can turn a 'restriction' into a loophole wide enough to drive a patrol car through.

This is the pattern we keep seeing across the country: local officials respond to public pressure with a narrowly tailored ordinance that limits future private installs while doing nothing about the cameras already logging every plate that passes through town. Flock's network doesn't need every parish to say yes — it just needs enough gaps to keep the data flowing between jurisdictions.
